vbulletin definatly
vBulletin is clearly and obviously the better forum software out of the two, no questions asked.
HOWEVER, since you're going to be making a promotion forum, go with phpBB. It's not worth spending that much on vBulletin on a promotion forum.

vB also has a bland acp, and look to the whole structure of the board. phpBB you can fully customize to make it look completely different. AutoMOD solves that problem. I have tested it before.
phpBB has a much better feel and is 10x more user friendly than vB is. The only thing vB has got is better security and thats it.

Regular members only look at design and how things are organized. Other than that SEO Mods, Rep mods are way over their heads and plus thats not why the members are on the forums. They are their to discuss a certain topic or get serviced.

phpBB is more appealing to the eyes which is what members first look for.

vBulletin, I wouldn't use any of them but due to having a choice, vBulletin would be mine. phpBB is getting used too much for Promotion Forums so a change would be welcomed, but I agree with Brandon on the fact that vB is so fucking ugly.

Plus, the structure of vB (imo) is MUCH better than that of phpBB. I can't even see how you could compare phpBB's horrible structure to vB.

We are on about the basic design and structure - I was meaning more towards that than skins, hell the most talented person in the world could make the first ever Bulletin Board installation sexy as anything -razz- I don't rate with phpBB or vB for their structure but phpBB is slightly easier in my opinion. Although tbh, you are a vB user, you are bound to fight to death and protect your precious software package, most vB users do -razz- I just don't like the way vB works and all.

I say phpBB. From a user point of view i find phpBB to be more use friendly and i feel it just looks better and more professional. I would say that if you are willing to pay for vb, then you should look into IPB as i would say that is better then phpBB from a user point of view as well as an admin point of view.
vb is good but not for promotion forums. It has way to much crap that isn't needed and it offers very little extra that phpBB doesn't offer when it comes down to what you need to run an advertising forum.
