I've never heard of Dr. Who communities, but I guess their has to be a first time for hearing of something.
But after my experience with communities it always narrows down to the main forum created sad to say...and by the looks your community is ending up to be that way.

On the forum alone your logo is...strange. I wouldn't suggest mentioning your name in the Guest View. (I am speaking of you real name.) It kinda creeps people out and makes them feel uncomfortable.

The skin is not bad but it seems very classic. Try to make your forum stick out which makes it appeal. Dark styles are normally nice and it shows that you have a good taste.
