Patriot act means nothing. They can do what they want, whether there is a public law allowing it or not. There are already laws that are kept from the public and done without congress approval, it's all a facade.

Let's not forget that Bush was never actually elected by the people. In 2001, he essentially became a dictator when he took office without having legitimately won an election.
 
He won it thanks to the electoral vote system so not strictly his fault, just the country's for using such a stupid system which while works most of the time hasn't always.

He didn't win the electoral college, either. A reliable count of Florida's popular vote does not exist. The only office to which he was elected in this country is Governor of Texas.
