Developed web 2.0 websites can be a good source of free backlinks that you don't have to ask people for. Nonetheless, their development will take either hard work, money, or both. Anyhow, you can easily find a massive list of them in a any search engine search.

Could you please show me some advice about developing a web 2.0?
A website full of advertising backlink is not a good one.

Blogspot (blogger.com)
WordPress (wordpress.com)
Tumblr (tumblr.com)
My Opera (my.opera.com)
Google Site (sites.google.com)
Blog.com

wordpress comment links are best in high DA PA websites there are some refrence comment links website too which create instant back link

Some cynics were saying that all sorts of people were rushing toward web 2.0 creating a spammy environment. For instance, what good is web 2.0, if it's just filled with cheap crap intended to game the search engines?

Web2.0 backlinks are good to have but they should be updated with good and relevant content. A dormant blog with website link would be of no value to Google.

Yes, exactly then there would be an high outbound links as well. Which is of no use.

I heard that weebly.com is good as well.
Where did you hear that? You can't take everything you hear online as gospel my friend. When it comes to hearing things, well, it's like I always say, I only ever half believe everything I hear, and only a third of what I can actually see! Actually, Weebly no index their sites I believe and have no follow links as well so it's not that good for SEO really. Not on it's own as an orphan page anyway. 🙂

What is web 2.0

Of course, it is easy to find a list of web 2.0 on the internet but to be honest backlinks from Web 2.0 are really weak and it doesn't help more in SEO rankings.

I would suggest you focus on guest blog posts or building a list of quality sites and getting backlinks from them. That can consume more time and money but it will bring quality to your site when building backlinks.

Lately, I've come to the same conclusion. There isn't really much else to do with SEO - except maybe build quality content and a strong social media presence.
