Unless you are going to have your own servers and competitive prices and enough money NOW to run it for the next few years without profit then I would not bother at all.
Web hosts are a massive drain on money and to be honest there is too many around now for many people to want to join new ones that don't have that trust value of staying open.
Well first of all you need to provide quality for good prices. Dont go too cheap or your end up closing it. Also always have good support, good support is what defines your host. Also make the site look good and i suggest you use WHMCS as billing software as it is easy to use and easy to customize add into your site. 😀 what more do you want to know about owning a web hosting?

Here's my advice.
Start small. You don't need the largest package at first! You should upgrade your hosting as you go, making sure that every user gets a quality experience.
Make sure you have the tools and knowledge before you start. If you promise security, make sure you can actually keep your servers secure.
If someone is having DNS issues or speed issues, are you going to be able to help them trouble shoot (or fix it yourself) without constantly relying on someone else's support?
Furthermore, you're going to be losing cash at first (most likely) unless you have a good set of customers. If possible, get your name out there BEFORE you even start so people keep you in their mind.
