First Impressions & Appearance - (Out of 20)
Your theme seems very, plain. It just seems like such a generic Christmas theme! Try and spice it up using a couple of features and images. That will make it look a little different.
Your "Owner" group seems kind of redundant. Of course we know who the owner is. Why not just be added to the Admin group and have the Owner rank? Frankly, on the colors in the "Who Is Online", I would think everyone is the owner because there is no color change.
your BillBoard ads look very messy with different colors and different table widths. I would give it a set LXW and make sure all links are the same color.

Site Layout - (Out of 20)
The office floor looks very very weird. It has a bunch of forums mixed in, I personally think moving the SOTM forum somewhere else along with Site Showcase and Featured Threads. Maybe to a whole new category.
It is hard to tell in service descriptions if it is online or not. You have "New Service" "Back Online" "Just Opened". These seem redundant and should either be Online or Offline. I would also remove the moderator part of the description. We know which team does what and is hard to see the services status. I would also remove the "New Service #2" forum. It isn't a service so why even show it?
Otherwise, your board looks pretty well arranged, billboard ads look placed well along with a few forums.

Statistics and Activity - (Out of 20)
With you and the combined admins having over 3100 posts, that makes it seem like you are the only ones posting! That group has made up half of your overall post counts and takes a major toll. When you actually look at it, none of your users really post. It is all staff members. This means really your forum has around eh, 1000 posts. Get your users more actively posting and integrated with the community.

Staff Moderation - (Out of 20)
With 3 admins, at your point, seems to be overstaffing. Most members I know use staff as a way to get more activity, because admins do post more. Overall you have 3 Admins and 4 moderators for only 6000 posts. This is really overstaffed. The CT does not have a particular service forum, thus there is no real need for that many. I can see why you have so many in the other groups, but you really need to tone it down upon hiring CT and Admins. Otherwise, all other groups looks filled correctly and have a nice even amount for the job that is waiting to be done.

Spelling/Grammar & Professionalism - (Out of 20)
On "The Quiz" forum, I would modify "You will be asked 10 questions. Depending on how fast and how correct the answers are will depend on how many posts you get on your forum." to "In this forum, you will be asked 10 questions. Number of posts made on your forum will depend upon the answer of the question and how fast the question is answered."
I would change this Package Description: "This is the most used way to get more activity for your forum. A staff member will go and post some topics and post for your forum." to "Our most popular service, Packages will not only increase your post count, but your member count too as one of our staff members will fill the requested package on your forum."

Final Remarks:
A good forum, indeed. If you continue down this road you are on, you will reach a dead end. Park the truck, turn around and find another way. If you keep trying your forum will ultimately reach success. One of my lines. I would however, add some new services, you have so many dull boring link promotions that finding a god services is hard.
What was most liked about the website/forums:
I liked the large banner that is easy to click and get to the board rather than trying to find the small "Board index" button.
What was disliked most about the website/forums:
The overstaffing and lack of activity, turn your exchanges and fast promotion into a real community!
