I've heard it around the forums, but I still don't know what a backlink even is.
Or in simpler terms a backlink can be a link to someone forum, website or blog on another forum website or blog. Although it is more complex than just that other wise you would get tons of backlinks really quick, they have to receive a certain amount of clicks to be counted (I think) Backlinks are really good for building up an active forum or website. Although programs such as backlink building sites that offer 2k+ backlinks might damage your SEO (search engine optimization) Ranking. In basic link terminology, a backlink is any link received by a web node (web page, directory, website, or top level domain) from another web node.

1) You open a topic in this Forum (forum promotion) with a link to your site.
2) Now when a search engine bot, example Google bot crawls the page, it will go through the link in your post and find your site.
2) Since there is a link from another site (forum promotion) to your site, Google (or other search engines) consider it as a backlink.
There are few stuffs you should consider in backlinks.
1) The more you get backlinks, the more Google will index your forum better.
2) As froggyboy said, quality is more important than quantity. So you must get backlinks from higher PR (page rank) sites, and sites related to your niche.
3) Things like "Get 10,000 backlinks for $10" would sometime get your site banned from Google, as google would understand the sudden hike and irrelevant behaviour of backlinks.

You can put a link on your forum signature on related forums to get good backlinks. Guest blogging on blogs similar to your forums category is also good.
