It can help, if you know how to set out a newsletter and promote it successfully. It can be considered spam if it is too frequent. Once a month is usually a decent amount and definitely not more than once a month. The main purpose is too give news but also interest old members to return. It is a form of advertising for your forum, but can also be used to advertise other sites/links.
