Most of those places are still active. FP's advertising section is good too if you remember to keep bumping your site(s).

All of the sites on that list are owned by members on FP. 🙂

Your best bet is to either use FP or Google 'Webmaster forums'.

There are some nice active ones.

To be fair though, most of the big webmaster forums aren't very active nowadays. Ever seen Sitepoint now? It's a ghost town, pretty much.

Same goes for a lot of sites on this topic, usually once the foreign spammers join en masse.
