I see a lot of forums with not many active members but they have a lot of guests all the time which means that they have a lot of traffic. This would mean that they will be able to earn some good money from ads but how do they do it?
I've always counted on good SEO and advertising to get me my traffic. When advertising, try to find other places than forums as well however, as unfortunately they can only get you so far.
Forums are also good source of increasing traffic to your website, what you need to do is to contribute to the forum first for better result, I would say.
Apart from social media you can use article directories too, they would help you if you submit quality and fresh articles to top article directories.. there is no doubt to it..

I've been testing advertising this month. Adwords has been a complete bust for me. One, it's expensive as crap for my niche, and two, the bounce rate is over 90%.
However, I've advertised on another forum and gotten more clicks, and a couple members for less money.
I'm probably going to search out some websites that have the same demographics as my site and try to advertise there next month.

I'll let you know of a really creative way to promote your blog.
Find a print company to print miniature sized square stickers, then when you're out and about. stick them inside a bus, or an elevator, even traffic light buttons, where a lot of people pass through that will see it.
This is a great way for exposure to blogs or forums but will only cost a few bucks to have the stickers printed. 🙂
You can come up with a few catch phrases like
"if you're reading this. congratulations, you're not ignorant" and put the link for your website below.
If you have a website that is in a very small niche, your options may be limited as far as SEO is concerned. But if there is scope to keep adding fresh content (and I mean on a more or less daily basis initially) then you will find that the major search engines will start taking an interest pretty quickly which will result in higher rankings over time. It may be a slow process but it will bring in laser-targeted traffic in the end - the very best you can hope for.
For whatever type of forum or website I run, I also try to have a blog about the same niche topic and then I advertise the forum or websites on the blog every couple of new posts. I also post here and there in Facebook fan pages and forum signature links on forums that are relevant to my niche.
