Around £900. That is around $1300. This is not actually my build; it is my friend's but he wants to know if this is a good build. I suggested that he should get liquid cooling and SSD but he wants to save money so I don't think he will go for it.

I think the video card in the OP is nice, but it really depends on what it is being used for.
The only other thing I would definitely change is the harddrive. SSD would definitely be worth the cost. Its speed difference is noticeable to the human eye.
What type of gaming is he doing? I run Black Ops III, GTA PC with mods, and World of Warcraft on 100% max graphic/game settings on a computer that only cost me $550. I think without the sale it would have been like $600-620 or so. It was a prebuilt computer, but works magnificently.
I was about to spend around $2,000-3,000 on a custom build that I would make in my living room, but when my brother bought the $550 computer and showed me all his games on max settings I knew that I could save a lot of money by just doing that. It doesn't have everything I want (for example it's not great for quick video rendering or "preview rendering" in Vegas), but it does more than enough for gaming.

There isn't much of a reason to go liquid cooling unless you plan on overclocking a lot. Air cooling can be just fine on its own. 😛

He may overclock it in the future but has no plans to do it now.
He has a budget of around $1000 although he is willing to go a little bit higher.

Well you still do not need to do water cooling for minor or normal overclocking. There are good heatsinks that can cool cpus nearly as good as water cooling. Once I get home I will suggest a few builds.
