Hello, I don't want to sound mean but ok...
... your layout is very bland.
Its not catchy. also if your going to do a art/creative type boar I suggest you get a gallery. I think phpbb mods install are a pain and can take hours. but you can try and install a gallery. for my forum we've just gotten a gallery which the artiest can upload their works into. Any type of work can be added.

I think your style is okay, but you need a new logo - wider and shorter, with a better choice on font face, colour and positioning. Your current logo looks like a quick fix.

XD Alright, I'm working on trying to get someone to make me a new logo right now. It will be for the halloween event but it's better then nothing. I really need an Image Team. But anyway, that's the second complant I have had about that button.... I guess I should do something about it.

Its a tough area to get users in. There are so many already well established communities out there. Theme is a bit bland but that in itself will not generate traffic. Maybe some sort of contest and then promote, promote, promote!

Yeah, This layout is just a temp. I can't get anyone to really do my graphic, or I at least can't find them, so I'm working on it. Hits the "Under Construction" sign. I'll have it done asap though.

Also since your forum is about writhing you could get lot of members from sites like http://www.fanfiction.net. Just write good story and at the end of each chapter advertise your forum.
