I'll throw one spoiler of advice for someone trying to buy a paid software (whether it be vBulletin, IPB or whatever).
Having said that, I advise against using paid software until you can grasp running a forum. It's a lot of work, but it's always great meeting new people and such.

Buy a used license from someone trustworthy at a site like The Admin Zone or Namepros. Typically, it's a bit cheaper than getting a new license at full price.

I can never really understand why people ask what software to use. It is down to your preference. Use what you feel comfortable using and what you like.
