What free hosting site offers the use of cpanel?

I do as well. I'm not commercially offering hosting anymore though I have a site (hostwish.net) but I have tons of free space on my VPS so I can help out people. 🙂
 
I'd recommend against 000webhost. They've had a lot of issues in the past, including randomly shutting down peoples' sites for hours for a "virus scan," and letting every one of their customer's passwords get leaked.

I've used x10 before. Keep in mind that it's very slow. Paid plans will be much better if you can afford them.
 
Go for free web hosting service if you have any static websites to be hosted, as because there is limited scope for resources, no scalability option for more resources and even the support by host is not given much, along with limited web hosting features. So go for shared hosting service if you want to go for affordable hosting service.
 
Obviously, cPanel would be a pain for a free company cause the licenses are very high and they don't get immediate income to pay for them.
