Well, I plan on making a forum on white hat/ethical hacking, and all the US hosts kept on terminating my account, even though there was a disclaimer and everything was legal. Is there a good, free offshore host that will allow this? Hypothetically?

Personally I don't believe there is such a thing as ethical hacking. However: There are hosts who will allow this. Try this one here (I'm not going to link it):

Sambling is right. "ethical" hacking doesn't exist.
Hacking is hacking, regardless of personal opinion.
Any "good", responsible host won't allow hacking.

I'll have to disagree, with you there bud,
A Certified Ethical Hacker is a professional certification provided by the International Council of E-Commerce Consultants.
Ethical hacking involves the attempt to penetrate networks and/or computer systems, using the same methods as an actual hacker, for the purpose of finding and fixing computer security vulnerabilities. Unauthorized hacking might be a crime, but penetration testing of targeted systems or networks is not so there is a difference.

I'll also need to disagree.

Ethical hacking is what Ztg says, they do it for good, or for their job.

They will pentest (penetration test) websites and computer systems (for businesses all the way up to governments) and see if they can break in, and then help them fix it so that it can't happen.

This is ethical hacking.

That should do you good.

It makes sense to say that what you're trying to achieve would be something like "Reverse Engineering", just for the hacking world.

Anyway back on topic.

You're probably better off paying a few dollars a month for a decent off-shore host, most free ones get rear ended in the long run.
