What counts as a quality post on one forum might not cut it on another. For instance, on a general chat forum, very short posts might be acceptable, while on a business forum they would be seen as spam. And, for more technical forums such as math and science related, a forum member might be expected to contribute expert/lengthy answers in response to questions.

As for myself, I don't like very short posts, such as 'thank you' and 'nice post' as those are so clearly link building posts and will get deleted very fast.
When I did have my forum, about two lines counted as an acceptable post length. However, a high quality post would be about four lines or four sentences. 😛
For my forum, a quality post is one which:
1. is related to the forum's niche.
2. asks a question that has not already been answered.
3. shares some information that has not already been shared.
4. does not have unnecessary links.
A quality post is at least 3-5 lines, explaining their thoughts and views with descriptive words, with some examples and questions thrown in, to encourage further discussion. Perhaps some named sources/info to support your ideas. 😀
I don't really care about post length but as long as it's on topic and not spam.
Unlike King Boo said above, I believe that quality content is three to five complete sentences (not lines). The sentences are generally grammatically and structurally correct with very few to no mistakes. Additionally, the content contributes to the discussion of the topic on hand and makes other users want to back and reply. Crediting sources, when warranted, is always good practice as well.
