What is the best free blog software

It's much better to download and host yourself. Especially if you plan on doing a lot with it. (ie. Monetizing it)

I have to agree with the above posters, WordPress is the world leader when it comes to blog software, 3.2.1 came out yesterday and its a fantastic software and there is enough plugins and widgets to keep even the most ambitious owner happy.

You could register at WordPress.com but you are restricted in what you can and can not do, so I recommend getting your own hosting account, there are plenty of cheap and decent hosts out that are great for small blogs.
