What is the best way to make quality backlink list?

I am a newbie, and doing product launch. But i dont know how to make the quality backlink list?
i already made some backlinks with Web 2.0 but GG not index for me?
Give me some advice please!

New Web2.0 blogs will take a while to index in Google. You can share the blogs in social media websites to gain more traffic and get your content indexed faster in search engines.

Yes, i know that. facbook, Twitter, instagram i shared but it's not enough to my site into Top of Google.
and i hear that can make backlink list with forum. Do you know about it? Do you know high PR forum?
