Bounce rate relates to the percentage of single-engagement visits to your site. Google Analytics tracks the number of people who visit your page and leave without viewing other pages on your site. Bounce rate does not necessarily mean you need to improve the quality of your site
 
Your few points are right but i am not agree with your all opinion ...... If people visit on any page like we visit on wikipedia first time, read complete information of that page and close that means visit will count as bounce ???? Not at all.

Time duration is also one of the most important factors to calculate bounce rate. If any person is spending time on any page for few minutes then it will help website to get attentions from search engines because without any informational contents no one will spend few minutes on any website or pages.
 
If you have a visitor that leaves your site immediately without any engagements you will have a high bounce rate. If you want your bounce rate to decrease, you need to have valuable content on your site so that the visitors will be encouraged to stay on your site for longer duration.
 
When it comes to worrying about this sort of thing, I would worry more about people visiting your site and then clicking the back button.

If they find you on search, click into your site, and hit the back button, that means your site did NOT give them what they had hoped for and they've indicated to Google (or what search engine they used) that they need to look at a different result.

That's what gets you in terms of search ranking.

To mitigate that, focus on content that solves problems and answers questions in a way that makes it easier and positive for the consumer to find when they click out to your site.
