What theme and layout

I'm Spent hours in and out and can't pick the one that will go well with the site that I'm building up

This is the old site http://www.tasmaniandartscouncil.com.au/under-25.html

I'm using WordPress as it's new one

And there are allot of free at there, https://wordpress.org/themes/browse/popular/ Which one should I go with

There are a lot of good skins on that site, but the one that's right for your site is the one that fits the mood you're trying to create best. Do you want your site to be exciting? Choose a theme with bright red colors. Do you want it to be restrained and calming? Pick a blue-colored theme. Do you want it to appear "Hardcore?" Pick a black background. Otherwise, pick a white background.

that's the problem, I don't know since I'm doing it for a client and even the client isn't very helpful by posting content for me to work on apart from a old website
