Basically, a friend of mine who I met online a few years back, and have worked with him quite a bit, is very rarely online, once every few weeks. He is hosting my site LevelUnlocked, but it constantly has viruses and malware issues, so he's not around to fix them or help with plugins etc.

This part you will probably say is my own fault, but I let him have full access of the site. I never asked for the cPanel details as I am no good at any of that, I have full trust in him to run my site, but my only issue is that he is never there to run the site with me.

What should I do?

I would ask him to give you a backup of your website, then there are a couple of things you can do:

1. Move to a good webhost with the support you need
2. Most webhosts will migrate and (re)setup your website/forum for free
3. If you're not too good with cPanel and stuff in that regards, either hire a technical person or have a good relationship with one of the support members at your web hosting company.

If you can't get a back up of your forum, if it's new(which it seems like to me but obviously put a lot of effort into it) then start over(Ik..hate saying that) if it's not new....TRY TO GET THAT BACKUP. If you need help with the migration process feel free to ask 🙂.

My site is www.LevelUnlocked.net, I'm definitely not starting over, I want it exactly the same but with a host/technician I can rely on.

Get the backup when you can and leave.

^This. 🙂

Having a technician while you don't even have access to Cpanel is strange. 🙁

If you are using WordPress you can easily export the database
It's WordPress for the blog and MyBB for the forum.

You can too with the forum.
Depends how big though.

The MyBB Admin CP has a MySQL Backup in which you can port out a copy of the database.

Then it's just a matter of re-pointing your domain or moving your domain to a new host.

I'd rather keep the domains at a "domain" host, and a separate server for the files & database. Makes it easier for necessary server moves in the future when you only need to alter the DNS as opposed to move the domain entirely. That takes a lot more downtime.
