A ''Welcome Thread'' . Tell them you plan about the new forum. If they know your new forum well, they will join your site.

General forum announcements are always needed first. After that, just a lot of on topic content.

On topic content. To be honest, while the rules stuff is nice, I think it's better for a seperate page than a topic. After all, what looks worse than a site whose only content is site information?
