Do you set aside a certain amount of money each year that goes towards advertising your site? How much do you allot for advertising? Do you do it in one lump or spread it out through the year?
None at the moment. However, I got a huge social media following and for $50 to $100 a month I could probably get things cooking. Well, I have to first pay Facebook $25 to pay a debt.
At the moment we have not set aside any money for advertising due to not being able to so any advertising and marketing we do has been for free which works but does take time.
We are looking into possibly paying for advertising at a later date to help when we can.
Currently, my marketing budget isn't anything. I had something in mind for the start of the new year, but, like he does in the face of all plans, God laughed. I want to invest $600 in Google Ads (and take advantage of Google's coupon to match that amount), but, now isn't the time to do that. I would be doing research on the best way to optimize results beforehand as well.
Every now and again, I will do a $20-25 ad coupon for Facebook to promote my website (sometimes it works out - once, I receive 100 page likes for $15, which is a pretty substantive return on investment).

That's the thing about paying for ads, you need to set a goal. Visits to your forum isn't goal worthy unless it's a measurable amount you have made into a goal, an analytic percentage or something like that.
