When did the "Beak" evolve?

Why would a dinosaur which supposedly "evolved" feathers, not evolve a beak, or at least not show signs of the process of "evolving" a beak?

We know that bird exist (creatures with beaks and feathers)
We know that the famous dinosaurs existed some with feathers and snouts, some with feathers and beaks.

Since beaks existed supposedly 95+ million years ago, and if the typical "macro evolution" holds true...

When did the beak evolve?

We know their are birds that adapt via, larger beaks/smaller beaks, I'm not asking about the micro process.

When..."it would have to be greater than 65 million years ago" ...did the first beaks evolve?
