Alexa: determined really by who has the Alexa toolbar installed, and then the amount of traffic. I could have PR8 sites and have a really bad Alexa because no one with the Alexa toolbar has actually seen the site.
PR: determined by the value of inbound links (and other stuff) with a formula. With SEO techniques etc., the more inbound links of higher quality, the higher your PR. When relating it to Alexa, you don't really need an "awesome" amount of traffic, so its hard to determine how that site ranks when compared to others.
Concluding, they really go hand-in-hand, though still not decided yet.

I'd have to say otherwise.
