That depends on your needs. Seeing as this site is focused more on forums and communities, I would recommend IPB and their CMS-addon.

I started using wordpress for a self-hosted website in 2015. I have built different kinds of sites with wordpress (blog, forum, company website, business website, online store, etc.). Despite having some shortcomings, wordpress is still the best CMS. Best for novices as well as pros.
