Why are some sites perpetually laggy?

Some sites that I visit are perpetually laggy. What could be some of the reasons for slow loading site pages? And, what the cures?

One reason could be too many externally hosted resources (like on free image hosts or CDNs or what not), since if these servers end up being slow to load, then the stuff hosted there will be slow to load as well.

Maybe also anything using flash, because that also seems to be taxing on the computer's memory. Large flash based ads can easily slow a site right down.

The big reason can be the hosting downtime. If your hosting provider has a greater amount of downtime, your website will lag behind and load very slow.

Another possible reason might be that your homepage is too stuffed with plugins that make your page load slower. Usually big flash files created takes time to load.

The loading time effects much on your website rankings. So you should be careful about your website loading time.
