Why are these places bad?

How did they become this way? Lots of bashing in the article but no explanations - but that wasn't the point of it.

There's probably a ton of factors that may have caused it. I imagine a lot did well at first because of industry, said industry got outsourced, not enough jobs eventually leads to low income, low income leads to higher crime rates. That's what happened to a few cities with high crime rates here in Canada.
