Certain members take initiative, welcome newcomers, and guide discussions without formal roles. What qualities make someone naturally influential? How can admins encourage more members to step up as informal leaders?
 
Follow the leader. If you're a good leader, and lead by example. Certain members will do the same because they support you, and the community.

In my experience they can't. I've found without exception you either have the potential for good leadership within you or you don't. It's not something easily learned.

It's for that reason alone all my staff are picked from members that are already effectively doing the job but without the tools. I never take on staff from advertising or from members who offer themselves up.

If they are longstanding and active they are likely to be your go to for staff.
 
I don't think admins can do anything about it.
Some people have leadership qualities by nature. They take initiatives on and off the internet alike. This can be inspired but some people have it naturally.
 
Some people just have the experience or qualities necessary to be a leader. I think it's a little bit of both.

But everyone has different talents.....

Lead by example.

Be the kind of admin that you want future-staff members to be like.

The same goes with regular members. Be the way you want them to be like.

If your forum isn't getting a lot of posts and memberships and you aren't posting a lot yourself, then why should other people do it? Lead by example otherwise no one is going to make your forum magically work.

If you can't commit, maybe a forum isn't for you.
