Why has my header and footer disappeared?

For some reason the header (admin header) and footer have disappeared! Help!?

On WordPress there is a bar at the top where you can access the ACP. And just the regular footer and the bottom.

If you mean the top black bar, it can be enabled and disabled via settings. Regarding footer I have no idea what footer you mean

Well I have a footer but it's not there...that is the issue...<br /><br />-- 01 Apr 2013, 19:25 --<br /><br />Fixed, it was an issue with a plugin.
