For awhile, buying and parking a domain was considered a smart investment. But, according to Google, parked domains are considered a form of spam as they contain only advertising/search results and very little uniqie content. And, for that reason, parked domains are not included in Google search. So you can expect little search engine traffic. If you are using other methods of traffic generation, you might get some traffic, but it will depend on your marketing efforts and how willing your visitor is to stay on a page with just advertising once they arrive. What it boils down to is how there are no get rich quick schemes in webmaster, not even with parked domains.

A better option might be to pay for hosting on the domain and add relevant, indepth/informative static content or blog as well as advertising in appropriate places. This type of Adsense site could earn well if you promote heavily as well as having a chance to be included in Google search.

Parked domains don't have to have advertising on them. They could automatically redirect to another domain name.
That's what I do with HeartBox.me... I used to use it for my forum and now it is parked at my registrar forwarding to helpmecode.club (my current forum domain)
OR you can park it in your cPanel (my host doesn't allow more than 1 domain).

Parked Domains can never rank on Google, you've already said the reasons. But still some people earn thousands of dollars with them, because they don't rely on SE traffic. They simply buy domains which are TYPO of popular DOMAIN names. Sometimes when user want to open the actual site, mistakenly they type wrong spelling and fall on the parked domain. Some of those users actually click on Adsense ads on the parked page.
It doesn't matter what Google thinks about parked domain, most of the parked domains don't need Google at all.

There are many undeveloped "parked" domains that have value. If the domain is "old", is in the .com or .net TLD and consists of a dictionary word or locality name, it's worth some good money.
