As mentioned in the OP you simply need to login to view. To enter, you simply reply to the thread with why you want the money and what you will do with it. Winner is selected randomly using random.org

I think your answer does not influence your winning chance if this is a fair game. The owner wants at least 10 posts on his forum before you can participate. This contest is primarily aimed at building activities in the forum,.
