It's a thingy Microsoft created in a partnership with Ubuntu, I believe, where you can quickly install and run their Ubuntu lookalike (there are other distros too, apparently) inside Windows without having to install Linux proper and all the drama that entails (dual booting, etc.)

I'll probably give it a try, as Windows seems incapable of running Docker without Windows 10 Professional (due to the lack of HyperV), but I have heard a few bad things about it before, although not for that specifically.
 
Yeah, there are a lot of different distros doing the same thing now. I've been using the Debian one for awhile now and it's insanely useful.
