I thought that the forum is really confusing because there is no intro for the forum to guest members. With the weird forum name and no intro, it really made the first impression really bad. I assumed it was a general discussion forum due to the fact that I have seen ads somewhere else about the forum needing moderators and such.
Layout: RATING=7
The layout of the categories and individual forum are just fine. Usually general discussion forums go overboard in this area but at WOMEPO there is a good number of forums. I would suggest expanding / adding a few more forums to the 'discussion' category.
Moderation: RATING=9
I don't see any problems in this area since the forum is not very active in terms of topics. However, I do see really long topics that go on and on. Maybe close those topics which will force members to start new more fresh topics.
Activity: RATING=7
The activity is really bad I think because you guys have a lot of members for a small forum but very few posts. I don't mean overall post count, but posts that actually give content to the forum. I see that the most used forum is the off-topic forum and forum games. Although this may make a forum more fun, if people get use to just posting in one area other forum categories will be neglected.

I don't know how you can have an off-topic forum in a general chat forum. It seems a little redundant to me. See what topics are in the off-topic forum and then make categories for the more popular topics.
