Starting a datacenter costs a lot of money. Besides the hardware, you need to employ staff to take care of all the servers, etc.

DDoS can be prevented with DDoS mitigation. For example, the default mitigation amount on the company I work for is 100GB meaning they'd need at LEAST 100GBPS to take us down.

I know they do cost quite a bit. My plan, once I'm out of college, is to start raising capital by promoting it as a "small-town datacenter that cares about customer satisfaction, and is cheaper than most big-city datacenters with the same care as they have".
