For example, If an affiliate marketer makes 50-60% Commission on an Ebook sale from an Affiliate program, and split the commission with the buyer.

The buyer gets part of your commission which equals a nice discount on a product they will buy anyways.

The affiliate marketer makes less, but can make more sales which sometimes drive up the commission percentage and they end up making more from more sales.

I seen some Affiliates do this on a blog which promotes premium blog themes for WordPress?

Some affiliate programmes allow incentivised offers like that, i.e. where you offer someone an incentive to purchase through your affiliate link. Other affiliate programmes strictly forbid it. The best way to find out for sure is to look through the terms of the relevant programme or ask them directly.
