The $60 package is a monthly payment for the managed cloud based service which includes everything you need to run a forum.
I'm not aware of a $160 package but there's a self-hosted option for $195. That gets you just the basic forum software and a year of ticket support and access to new versions but you will need to add to that the cost of hosting and a domain.
You may also want to factor into the self hosted version a $60 one year extension, payable after the first year. That gets you a further year of ticket support and access to any new versions. The majority of customers probably don't bother with this until they actually need it.

They would host your forum for you, so you wouldn't have to worry about doing upgrades yourself. If you're not too familiar with running self hosted forums, the cloud option might be better for you. I believe you can change at any time, but you're better off asking on their support forums in their pre sales questions area.

If you are familiar with installing, and updating Xenforo, Self-host is probably better for you.
If you are not familiar with the above, the Cloud option is better.
