Is it okay to upload a video to a new channel that you've already uploaded on a different channel in YouTube? I don't see anything about it in their agreement, but it's possible I missed it.

As long as you own the full rights to that video and you own the full rights to both of the channels, I don't see why. End of the day your main account would have approved in your own words to upload elsewhere or another channel.

Okay, what if I created the video for someone, they put it on their channel and I want to put it on mine because it's part of my portfolio? Is that allowed?

That's a different story. If you made a video for their company and they paid you or even used their logo for their video then they own the rights.

I made a video many years ago for my mate, he ask me if I can make a video and he sent me his voice recording, I spent a week recording and editing it. Once done I sent it to him for him to upload on his channel. His video had his channel intro and outro and different is at the time we both shared the same game footage and we both uploaded it to our channel but with different intro and outro. We just used the same game footage. The copyright for the game footage is what I own outright that I permitted this other guy to use.

So, You would have to get the rights from the company to say if you are allowed to upload it to your channel even though you made it for them And get it written down from both parties.

End of the day only time that you can get pooped (YouTube doesn't deal with it) is if you upload a video that's not yours and weeks or years later the person who owns that video can submit a claim and send all proof to YouTube.

It has happened to me, I uploaded a video 12 years ago that I do not own. Taken 12 years for the real person to claim the rights and take it down LOL

I would think so. Many YouTuber's make multiple channels. Some have been known to have up to 4 different channels. Some of those channels have some of the same videos.
