Any tips for bringing in members?

But a month is still short. What I find to be quite sucessful is to join forum(s) based on the same or similar topic of your forum and pm all the members there and/or put the ad in your sig. That way you're targeting your main audience and not just random ppl like here, no offense :3

The layout is just fine and we have almost 400 posts, I've advertised, so do I just need to sit there, not worry about this problem and just post normally and have fun?

It definitely has improved somewhat. It's good that you've been changing things.
Yes i would recommend just making posts on your forum and have fun, however, I would not recommend just sitting there. You still need to be active promoting the site on other forums and wherever else you go.
Think about adding the logo linked to your site on your signature for every forum you are on, add links on any social network you may be on, put the link to your site in your email signature, just advertise every way possible, just not to the point where you are forcing it on people constantly.
Also check out the post exchange section on here because there are some good deals to get posts and members on your forum in exchange for you posting on theirs. If anything it will make your forum look busier and more popular. 🙂

You should be taking onboard all the tips given to you so far, make changes to your site (which you have) and then give it time to see how it helps. Keep asking for new tips all the time is not going to help your cause.
