I would think banning someone who has been a part of the community for a long period of time, or have made hundreds of posts, would seem unnecessary, I doubt valued member would spam a community that they frequent and like being a part of..
I agree with him for the most part. Although I do think that a members number of posts and activty level should have some effect on how long of a ban, they should still get something. At very least send them a PM reminding them of the rules. It is basic math, you add up all the spam post and multiply it by the number of offenses against the user, and if it exceeds the legal foruming limit, they should be banned in the great forum of the Phpbb powered website.
