Games are meant to be played no matter the cause. But it doesn't feel authentic when you put no effort into playing the game the way it's made. If cheating has multiplayer and there is no enforcement then it ruins the game for everyone else like in Splatoon right now. But in single-player where there is no interaction with other players and you mod your character to make it funny I can see that having value to the player without ill intent.

I use them sometimes for games and I don't care. I use WeMods and trainers for games where I just want to experience the story such as with JRPG/RPGs, I'll admit it.
