If you get deals at the right places, you can have a website for less than $25 a year. I haven't spent one penny on either of my websites, I did some freelance work for somebody, and now I have a good enough balance in my account for 3+ years of hosting and domains.
Post on forums for paid work, many people that don't know a thing about websites would pay a mint for a nice professional website to be created.
