One story I saw was of a train derailment of fertilizer. Is this "not a pre-planned disaster"?

A deep pantry will reduce your worry and is easy to accomplish. Buy a little extra of what you use now each week. Rotate your stock as you use it. Soon you'll have plenty. Don't worry too much about the news. Prices will likely get high, but there's no shortage until you can't get it at any price. Not likely to happen in the US.
