In my experience with Postloop you can get good content if you set the required rating to 4.5 and up, as well as clearly communicating your requests/rules in the description. That weeds out most of the low quality posting, but you are also able to get refunded if any posts are not up to par. There will always be some bad apples everywhere and most people use Potloop as a temporary thing anyways.

There are many fantastic posters on there (at least for my niche!) . I've even just recently had a moderator come from there.
Not tried theforumwheel, I'm considering it. But they don't have much activity at the moment..
