It depends. Someone who hacks lets say a banks servers and steals very sensitive information should be punished.
On the other hand someone who hacks someones personal blog site or something should pay a fine or something.
But honestly if you secure everything correctly you shouldnt really have this problem. There are also ways to hide ones identity when hacking so how would you punish someone who you dont even know who they are or where they live or anything??
