On the invoice do they have a Paypal Checkout and a Paypal Subscribe option? (You can check invoices in WHCMS - Client Panel). If it has a Checkout with Paypal button near the top of the invoice, use that!

Did you contacted to their support team, I understood you want to pay from Paypal balance, just ask their support team if they can accept it. It still doesn't allow PayPal funds.

So that means when you go on there you can choose paypal, but when it goes to paypal it shows something like "Use bank account xxxx" or "Card xxxx" (or similar)?
If so it might be because it's a subscribe method. It asks you for that in case you don't have paypal funds in your account so it can auto remove funds from card/bank.
