http://tierrahosting.com/ is very cheap and is high end hosting. They are like the grand daddy of hosts...small price for big deals. Support is great, they treat you like they know you and not just a customer, they are very smart and friendly people. Speeds are good, and uptime is good as well. They have been in business for 7 years now, so they know what they are doing.
Did you contacted to their support team, I understood you want to pay from Paypal balance, just ask their support team if they can accept it. Ive recently done with some other hosts and now only using Indian Currency to buy anything.Zaborg said:

Dumb question: Rat hosting won't allow PayPal funds?
So that means when you go on there you can choose paypal, but when it goes to paypal it shows something like "Use bank account xxxx" or "Card xxxx" (or similar)?
If so it might be because it's a subscribe method. It asks you for that in case you don't have paypal funds in your account so it can auto remove funds from card/bank.
