He doesn't have to answer to you. Nothing in the guidelines say you have to have a certain number of posts on your forum. He has just as much a right to advertise his site here as you do. As anyone does.

Doesn't matter. The fact is, no one will simply register on an empty forum with 2 posts on it. He shouldn't be advertising it at this state, its like Mcdonalds selling you raw burgers.
