I'm under 18 (dang well under 18 lol) and I have a paypal account. I don't think it's wrong at all. They'll never need to know what you're ever going to use the money for so I guess it's fine.

I'm pretty sure they take money laundering very seriously.

I'm pretty sure you don't know what you're talking about. Paypal is required to take actions to prevent money laundering. If I were to transfer $25,000 to my PayPal account I can guarantee you that within minutes the money would get frozen. PayPal is a huge company that is quite profitable and the last thing they want is a federal investigation.
