Maybe because its not as easier to upgrade as other forum softwares, especially the modified ones.
And it weird, that they deny support over not upgrading to minor releases.
Yes, updating to the latest version of phpBB is hard and can sometimes be hazardous, depending on what all you've got going on on your forum.
For instance, we have loads of mods installed on Chatting Time, everything from the important ones like spam mods, down to the not so important ones like the arcade mod, so updating at this stage would be a nightmare because there is so much to do between upgrades, and really, when it's only minor fixes, sometimes it's better to wait till the next release. In fact, I don't even recall SMF or MyBB having this much trouble, but then, their mods are a plugin and play system, that's why. Also, on phpBB, when you go to re add any mods you've installed the first time, this also comes with the torturous task of editing the template, and sometimes even finding new styles all together. I remember being very impatient when 3.0.8 came out not long after the emergency release of 3.0.7, because I was dying to see some of the new features it had, and more than anything, I was anxious to get back into posting and promoting, which is just what I was doing when we found out that 3.0.8 was out already. phpBB can be quite the hassle, but the huge reason I love it despite the hard work is all the awesome mods and themes you can get for it. The pain in the rear end job is updating all styles/themes/mods whatever when the new release comes out, especially if there are major changes.
And as for all the mods we have on Chatting Time, I have to admit it's starting to resemble a very cheaply made Vbulletin forum. I remember my tech-administrators old forum being the same way. One of those things where it's funny but at the same time it's not.
