Yes, you can customise phpBB3 limitlessly but when it comes to updating it can be a pain.
With the hook system, where all plugin code is kept externally of the core files, updating is usually a breeze. If something does go wrong, just click the deactive link in the ACP, you don't have to undo edits.
It's also far far easier to add features to the forum without worrying about breaking everything.
The sooner phpBB3 gets a similar system the better, their current hook system is pretty poor. They've been against it for a while but seeing as they're now adding a quick reply which they've been against they may change their mind
